Every emergency response has two phases: the drive to the scene and the work at the scene. Fixed coverage normally handles the first; the second is where most radio systems are tested, because the fire ground is often exactly where the network is weakest or where no network exists.

The answer is layered: a fixed repeater for the station area, a portable or vehicle-mounted repeater for the incident, direct mode for teams inside a structure, and a command group that lets several agencies talk.
