Quick answer
A radio with a flat battery is not a radio. Battery and charging decisions determine whether the fleet is available at shift start, whether users trust the radio, and how much of the maintenance budget goes into replacements.

Never mix pack chemistries or chargers across models. A wrong charger can overheat a pack.
Ask for talk time and standby time at a stated duty cycle, such as 5% transmit, 5% receive and 90% standby. A 12–18 hour result at that duty cycle covers a normal shift; heavy transmit use can halve it.
Battery life depends more on transmit time, power setting, scanning and temperature than on mAh alone. A high-capacity pack helps, but a user who transmits continuously will still drain it.
Use a multi-unit charger in each department, with a labelled slot per radio. Radios go into the charger at the end of the shift and come out at the start of the next. A shared charger in a corridor does not work because nobody owns the routine.
For multi-day events or 24/7 operations, add a spare battery per radio and a rotation plan. Charge one pack while the other is in use.
Avoid deep discharge, excessive heat and leaving a pack on the charger for days. Store packs at around half charge if they will not be used for weeks. Rotate packs so one does not carry the whole duty cycle.
Heat is the biggest killer. A radio left on a dashboard or beside a kitchen pass will lose capacity faster than one kept at room temperature.
Lithium-ion packs are regulated for air and sea transport. Keep the UN38.3 test summary and the safety data sheet (SDS) with the shipment, and check the carrier’s packing instructions.
For spare packs shipped separately, use the correct UN number and packaging. A shipment held at customs because the battery documents are missing is an expensive delay.

Two packs per radio is the practical minimum for shift work. One is in use while the other charges, and a failed pack does not take the radio out of service.

Some analog models offer an AA battery shell for emergencies. It is a backup, not a daily solution; runtime and transmit power are lower.
