Engineering is the department that gets called when something is wrong in the parts of the hotel guests never see: plant rooms, basements, risers, kitchens and the roof. The radio has to work in those places, not just in the lobby.
The audio environment is the opposite of the front desk. Machines are loud, hands are busy and gloves are common. A quiet, discreet radio is the wrong tool here; the engineering team needs loud, clear audio and controls that work with gloves.
